intent &#111;&#102; &#116;&#104;&#105;&#115; temporary policy change &#105;&#115; &#116;&#111; allow investors &#116;&#111; take title &#116;&#111; a property, rehab &#105;&#116; &#97;&#110;&#100; sell &#105;&#116;
